The Sex Trafficking Center of Excellence (STCoE)™ serves as the research, doctrine, standards, and innovation authority of CTT Global™.

Created to advance the understanding of exploitation as a complex human ecosystem, the STCoE™ exists to develop the knowledge, methodologies, operational frameworks, and protective standards necessary to strengthen prevention, disruption, protection, and long-term resilience efforts across diverse environments.

We believe exploitation cannot be effectively addressed through awareness alone.

It must be studied.

It must be understood.

It must be analyzed as a system.

For too long, exploitation has often been viewed primarily through the lens of individual victims, offenders, or incidents. While these remain critically important, they represent only a portion of a much larger reality.

Exploitation survives within ecosystems.

It is influenced by environmental conditions, social dynamics, economic incentives, institutional gaps, behavioral patterns, technological systems, stakeholder interactions, and countless interconnected factors that shape risk, vulnerability, and opportunity.

The STCoE™ was established to better understand those systems.

Through research, field observation, ecosystem analysis, intelligence development, operational experimentation, and doctrine creation, the Center works to identify how exploitation systems emerge, adapt, sustain themselves, and respond to disruption.

The insights generated through this work are transformed into practical frameworks, operational methodologies, assessment tools, readiness models, and protective strategies designed to support organizations seeking stronger approaches to prevention, protection, and ecosystem resilience.

At the center of this effort is CIRCUIT™—the Ecosystem Influence Framework™.

Developed through years of operational experience, research, and ecosystem analysis, CIRCUIT™ provides a structured methodology for understanding, assessing, influencing, and strengthening the conditions that shape human ecosystems.
