As the Doctrine & Ecosystem Understanding layer of the CIRCUIT™ Stack, STCoE™ advances the understanding of exploitation and trafficking as complex human ecosystems and to develop the knowledge, methodologies, standards, frameworks, and capabilities required to strengthen prevention, protection, disruption, and long-term resilience.
