A Center of Excellence for Counter-Exploitation Research, Innovation & Protection
CTT Global™ is a national platform dedicated to understanding, disrupting, and reducing the systems that enable sex trafficking and exploitation.
Built through the Sex Trafficking Center of Excellence (STCoE)™, CTT Global™ integrates operational research, intelligence-informed analysis, doctrinal training, ecosystem mapping, protection strategy, and survivor-centered operational support into a unified framework designed to strengthen prevention, readiness, disruption, and intervention efforts across complex real-world environments.
We are not a traditional nonprofit.
We are not an awareness campaign.
We are not a conventional consulting organization.
We operate as a Center of Excellence dedicated to studying exploitation as a system—developing the knowledge, methodologies, operational frameworks, and protection standards necessary to help organizations better understand, anticipate, and address exploitation-related threats.
Where many efforts focus primarily on responding to harm after it occurs, CTT Global™ focuses on understanding the conditions that allow exploitation systems to emerge, adapt, conceal themselves, and sustain continuity over time.
Because meaningful disruption begins with understanding.
To disrupt a system, you must first understand how it survives.
That principle drives everything we do.
Why We Exist
Sex trafficking is often approached as a collection of isolated incidents.
We believe it is more accurately understood as an interconnected ecosystem.
Exploitation survives through networks of behaviors, vulnerabilities, environmental conditions, operational practices, social dynamics, and systemic gaps that interact in ways that are rarely studied together.
As a result, many organizations are forced into a reactive posture—responding to harm after it has already occurred rather than strengthening conditions that reduce risk beforehand.
CTT Global™ exists to help close that gap.
Through operational research, ecosystem analysis, behavioral observation, field-informed intelligence, and structured experimentation, we study how exploitation systems function, how they adapt under pressure, and where opportunities exist for prevention, disruption, and protective intervention.
The insights generated through this work are transformed into practical frameworks, protection methodologies, readiness systems, operational guidance, and intelligence-informed strategies that organizations can use to strengthen protective environments and improve decision-making.
Our mission is not simply to respond to exploitation.
Our mission is to help build systems capable of reducing the conditions that allow exploitation to survive in the first place.
Our Operating Model
CTT Global™ functions through an integrated architecture designed to train, study, analyze, and operationalize protection across real-world environments.
Each division serves a distinct purpose while contributing to a common objective: transforming insight into protection capability.
OPTEC™ — The Mind Lab
OPTEC™ develops the human side of protection.
Built upon ShieldSENSE® and the 17 Domains of Threat Sensing, OPTEC™ strengthens behavioral recognition, cognitive readiness, operational awareness, and protective decision-making through intelligence-informed training, scenario-based exercises, applied perception systems, and readiness-focused learning environments.
The purpose of OPTEC™ is simple:
To help individuals and organizations recognize threats earlier, interpret risk more effectively, and respond with greater confidence and precision.
SOMBRA™ — The Warfighting Lab
SOMBRA™ serves as the operational research and field experimentation division of the STCoE™.
Through ecosystem analysis, behavioral observation, operational research, environmental assessment, and disruption-oriented experimentation, SOMBRA™ studies how exploitation systems function, adapt, and maintain continuity across both physical and digital environments.
This is where assumptions are challenged.
This is where vulnerabilities are identified.
This is where operational insight is generated through observation, experimentation, and analysis rather than theory alone.
ShieldCORE™ — The Fusion Hub
ShieldCORE™ serves as the centralized intelligence fusion and strategic analysis capability of CTT Global™.
Here, operational observations, ecosystem intelligence, behavioral analysis, research findings, and field-derived insights are synthesized into structured guidance capable of supporting decision-makers across complex protection environments.
ShieldCORE™ transforms information into understanding.
It converts observations into strategy.
It provides the analytical foundation that allows protection efforts to become more informed, coordinated, and effective.
From Doctrine to Action
CTT Global™ does not simply develop frameworks.
Through Restoration Shield™, we operationalize them.
Restoration Shield™ represents the field application of STCoE™ doctrine within real-world environments where survivor safety, operational risk, and protective decision-making intersect.
Guided by CST™ (Counter-Sex Trafficking Tradecraft), the CST-FM™, and the 17 Domains of Threat Sensing, Restoration Shield™ supports survivor-centered operational protection through intelligence-informed planning, environmental observation, coordinated movement protocols, risk mitigation, and doctrine-governed field operations.
Every operation is guided by structured standards emphasizing consent, coordination, accountability, proportionality, and ethical protection principles.
The STCoE™ develops the doctrine.
Restoration Shield™ operationalizes it.
Together, they ensure that operational action remains structured, defensible, and aligned with survivor-centered protection principles.
Who We Support
CTT Global™ works with organizations and leadership environments responsible for prevention, protection, survivor support, operational readiness, and coordinated response.
Our work commonly supports:
• Survivor-serving organizations and shelters
• Nonprofit leadership teams and operational personnel
• Faith communities and ministry environments
• Schools, universities, and youth-serving institutions
• Healthcare, hospitality, transportation, and community-sector organizations
• Coordinated response networks, coalitions, and task forces
• Public-sector stakeholders and institutional leaders
• Organizations seeking stronger protection standards, readiness frameworks, and intelligence-informed approaches to risk reduction
We do not replace frontline organizations.
We strengthen their ability to operate with greater clarity, readiness, coordination, and protective capability.
Built to Be Different
CTT Global™ was intentionally designed outside traditional organizational models because exploitation is not solely a victim problem, a criminal justice problem, or an awareness problem.
It is an ecosystem problem.
Addressing ecosystem-level challenges requires more than awareness campaigns and reactive interventions.
It requires disciplined observation.
It requires operational research.
It requires intelligence-informed analysis.
It requires the ability to study systems as they actually function rather than how we assume they function.
That philosophy defines our approach.
We believe effective prevention requires more than recognizing harm.
It requires understanding how harm survives.
We believe protection requires more than good intentions.
It requires readiness.
We believe disruption requires more than reaction.
It requires insight.
CTT Global™ exists to help advance the field toward intelligence-informed protection, operational readiness, ecosystem-level understanding, and strategic disruption.
For organizations seeking structured, research-driven, and operationally grounded approaches to prevention, protection, and counter-exploitation strategy, CTT Global™ was built to support that mission.
